Public health ethics, like the field of public health it addresses, traditionally has focused more on practice and particular cases than on theory, with the result that some concepts, methods, and boundaries remain largely undefined. This paper attempts to provide a rough conceptual map of the terrain of public health ethics. We begin by briefly defining public health and identifying general features of the field that are particularly relevant for a discussion of public health ethics.Public health is primarily concerned with (...) the health of the entire population, rather than the health of individuals. Its features include an emphasis on the promotion of health and the prevention of disease and disability; the collection and use of epidemiological data, population surveillance, and other forms of empirical quantitative assessment; a recognition of the multidimensional nature of the determinants of health; and a focus on the complex interactions of many factors—biological, behavioral, social, and environmental—in developing effective interventions. Natural selection favors not only more adaptive structural features but also more effective behavioral programs. Crucial for the prospering and very survival of an extremely sophisticated social species like homo sapiens is the biological/psychological program that might be conveniently labeled the human sense of fairness: a feeling often referred to in societies featuring supernaturalized explanations as one's "God given conscience." The sense of fairness and related programs derive a measure of their effectiveness from the fact that, in addition to the (...) pleasure/pain mechanisms reinforcing their implementation, we are programmed to want to want the goals they introduce and to experience repugnance in the face of goals that strongly conflict. In the post-Soviet period, the problem of reviving the spirituality of our people arose in Ukrainian society. Today, after twelve years of Ukraine's independence, the question of whether or not this revival has taken place remains open. Perhaps, largely because the phenomenon of spirituality is complex and multifaceted, its semantic horizons are still blurred. The study of the formation of the spirituality of the individual will allow us to get to know one aspect of this phenomenon more deeply. Finding out (...) ways to bring to life the various forms of personality spirituality will help to identify which of these forms a person is capable of realizing in today's Ukrainian society. A brief summary is given of williams' analysis of what is said about a statement when it is said to be true. An attempt is made to show that the predicable in williams' definition is anomalous by contrasting it with genuine conjunctive predicables. Finally, It is suggested that williams' predicable, Even if suitably modified, Would not be (...) the formal equivalent of "things are as a says they are", Which is what williams had claimed. In their 2010 article ‘Research Integrity in China: Problems and Prospects’, Zeng and Resnik challenge others to engage in empirical research on research integrity in China. Here we respond to that call in three ways: first, we provide updates to their analysis of regulations and allegations of scientific misconduct; second, we report on two surveys conducted in Hong Kong that provide empirical backing to describe ways in which problems and prospects that Zeng and Resnik identify are being explored; and third, (...) we continue the discussion started by Zeng and Resnik, pointing to ways in which China's high-profile participation in international academic research presents concerns about research integrity. According to our research, based upon searches of both English and Chinese language literature and policies, and two surveys conducted in Hong Kong, academic faculty and research post-graduate students in Hong Kong are aware of and have a positive attitude towards responsible conduct of research. Although Hong Kong is but one small part of China, we present this research as a response to concerns Zeng and Resnik introduce and as a call for a continued conversation. (shrink)

Abstract:The purpose of this paper is to suggest that at least one strain of what has come to be called “stakeholder theory” has roots that are deeply libertarian. We begin by explicating both “stakeholder theory” and “libertarian arguments.” We show how there are libertarian arguments for both instrumental and normative stakeholder theory, and we construct a version of capitalism, called “stakeholder capitalism,” that builds on these libertarian ideas. We argue throughout that strong notions of “freedom” and “voluntary action” are the (...) best possible underpinnings for stakeholder theory, and in doing so, seek to return “stakeholder theory” to its managerial and libertarian roots found in Freeman (1984). Does responsible conduct of research (RCR) training improve levels of trust between researchers? Using data gathered as part of a survey on the attitudes of master's and doctoral-level students toward RCR, we found that RCR training correlated with a weakened beliefs of students toward their supervisors' ethicality but a stronger belief in the ethicality of their peers. We believe that these findings point to new avenues of research on trust in the academic setting and to needs for curriculum changes in (...) RCR training. (shrink)

In his book, Theory of Knowledge , Roderick Chisholm distinguishes very precisely between, amongst others, what he calls acceptable, reasonable and evident propositions. A proposition is acceptable if with-holding it is not more reasonable than believing it; a proposition is reasonable if believing it is more reasonable than with-holding it; and a proposition is evident for a person provided it is reasonable for him, and there is no other proposition such that the latter is more reasonable than the former. The (...) notion of being more reasonable is obviously pivotal, and Chisholm explains what it is for an attitude to be more reasonable than another in the following words: “If the person in question were a rational being, if his concerns were purely intellectual, and if he were to choose between the two attitudes, then he would choose the more reasonable in preference to the less reasonable”. The wording of this conditional suggests that Chisholm does not think a person is necessarily rational, so it is imperative that we ask: When is a person rational? (shrink)

While public administration research is thriving because of increased attention to social scientific rigor, lingering problems of methods and ethics remain. This article investigates the reporting of ethics approval within public administration publications. Beginning with an overview of ethics requirements regarding research with human participants, I turn to an examination of human participants protections for public administration research. Next, I present the findings of my analysis of articles published in the top five public administration journals over the period from 2000 (...) to 2012, noting the incidences of ethics approval reporting as well as funding reporting. In explicating the importance of ethics reporting for public administration research, as it relates to replication, reputation, and vulnerable populations, I conclude with recommendations for increasing ethics approval reporting in public administration research.
